Most who have tested Debian against Ubuntu find they are virtually the same speed, so long as they are running the same kernel version. For example, see the discussion at <http://ubuntuforums
That said, for a newcomer to Linux, Ubuntu has the advantage in that getting everything running properly--including obtaining drivers for various media types--is simpler in Ubuntu. I also like the Ubuntu method of not having a distinct root account in the default setup, but requiring a user to enter the password when trying to do something requiring root privileges. This keeps many new Linux users from operating in the root account and thus less securely.
