I can't help you out with the bookmarks. I use XMarks which is an Add-on for
both Chrome and Firefox and it syncs my bookmarks on all my computers and on
both chrome and Firefox. It is all that I need so have not looked for an
external bookmark manager. The only one that I know of is Bookmarkbridge (in
the repos).

I am a heavy GIMP user and it has a module that does gif and png animations,
called Gimp-gap. It isn't that Linux cannot do the job, but many animation
programmes are very high end, used by studios. Blender and Cinepaint fall
into this category. There is Ktoon and Povray which are easier, but not
exactly what you need. The closest thing would be Pencil which is in the
repos. See: http://www.pencil-animation.org/ for info. I am not sure if Xara
Xtreme (xaralx in the repos) does animations. It is worth a look. It has
been some years since I used it (on Windows). Comix is also worth a look. I
have never used it.

On the other extreme is Gifsicle which is what you want, but commandline.
