Start from the very basics... can you even boot from USB?

Check in the BIOS to see if A: You can boot from USB, and B: Boot from
USB is enabled, and C: (Most important) the boot order has USB listed
BEFORE Hard Disk.

If hard disk is earlier in the boot order than USB, you'll never boot
from that USB device.

Also, most BIOSes have an F Key (usually F-12 In my experience) that
allows you to select boot devices during POST.
