I have seen, on various operating systems, that if you mouse the extreme
bottom edge of the screed, the start bar or whatever will pop up. In
such cases, this is so, because there are two options... one to hide the
bar, so the desktop has less clutter, and the other, set to always show
the bar.
Check in 'Control Center', 'Look and Feel' or something similar.
