Note: negative niceness requires root privileges on many platforms.
Consult "man 2 nice" for the specific rules on your platform for the nice() system call.
Consult "man 1 nice" for the command line tool, which may also mention these rules.
(Unless you're on Linux with GNU nice, where the manual says " The
full documentation for nice is maintained as a Texinfo manual." -
Gah!)
And consult "man 1p nice" for the POSIX manul entry for the nice command;
that should describe portable behaviour you may expect on any UNIX platform.
