Good afternoon.
Imagine please an emergency office.
The administration is done by a Linux machine.

Question:
How can I administrate:

20% of the CPU is alwasy free for XCHAT IRC

80% is for backup or games or unimportant software.

If now the 80% have a problem like indefinite loop
division zero
the tasks are stopped or killed
so
never the 20% important cpu can be touched.

(without strg alt f1 pidof kill f7)

I think
Linux is able to manage this.
