What is unsaid here is that if you have Windows 7 64-bit and want to install it on a 32-bit computer that you will have to pay Microsoft some money to get the right version for your architecture and that time has passed for Windows 7 which is no longer sold. You are forced to upgrade to Windows 8 which is what the Microsoft people will try to get you to do if you call them.
If you use Linux then you get everything for free with no hassles, no product keys, nobody snooping on you to see if you are following your licence, no phone calls and hard sell. Unless you are a hardcore gamer or need a specific application such as Photoshop then there is no reason not to give Linux a try.

Do you mean if the computer is 32 bit and the OS is 64. Then no. You would need an 64 bit computer.

Thought I'd ask if a windows 7 system can be put on a computer that is 64 bit. The windows 7 is 32 bit.
