Your commands are correct.
However, I am not a Mint user. I noticed here: Install The Latest VLC In Ubuntu Via PPA [Quick Tip]
that the PPA for Mint is slightly different than for Ubuntu (vlc2 rather than vlc). Not sure why. As I said, I am not a Mint user. Let us know how these instructions work. Also do you have libdvdcss installed? There are separate instructions for getting that on the vlc site.

Countless hrs. try to get this working. No joy .
