I never did get the onboard audio to work. I ended up tossing in an old SoundBlaster card I had lying around.
I'm happy with how it works.

If your needs are as modest as you say they are then I believe even my i3 HTPC (Home Theater PC) system could handle them. Like Joan said run DOS on a Trash Bin PC. (TBPC) DOS would struggle with new hardware. Let your TBPC read all your old floppies too, then just transfer the data to your new PC, maybe write it all onto a DVD disc. I don't think my system board even has a floppy controller on it. Trying to find a new motherboard with an FDD controller on it would limit your selection dramatically.

I never saw someone happier than she looked as I lugged it down her driveway to my car. It'd run DOS. Has a FDD in it too. Both of my TBPCs do.
So save an old clunker from the e-Trash pile. I think you could scale back your mega-machine a bit too.
I went to a CQ fest here once but the hams I met were a bit too strange for me. I'm into electronics, just never much for radio though.
