The usual thing to try is a few newer Linux Live media, hopefully using various audio programs, too. That way you know if it's hardware related somehow, or some ill effects in your installation somewhere.

Subject: [LINUX_Newbies] Pulseaudio issue
I have Pulseaudio installed on my PC running Ubuntu 13.04. Up until recently it worked just fine. Lately it's developed an annoying warbling/gargling effect when I try to play music, and there's a similar situation on most online videos. All cords and connections are tight. Can anyone suggest a cause and a cure?
