This can be done from the commandline using the rename command or there are several graphical tools such as pyrenamer and krename that will do the same thing without typing long command strings. Many photo viewers such as Ubuntu's viewer because they are made to view and edit one photo at a time. Some more complex ones have this built in. Faststone for Windows will also work through Wine. Picasa can do this, but they dropped their Linux version some time ago. I think it will work in Wine, though have not tried it.
There is also XNConvert which is a free tool for Linux but I have never used it. It is not in the repositories.

As far as I know not even Windows can, but to Linux everything was said to be a file, so how can two or more files be renamed at once? I would try putting them in renamed folders, or maybe there's a copy and rename that I've forgotten about...
