I think so. In that way you can choose exactly what you want rather
than get frustrated with some bad versions that sometimes come from
OEMs.

No particular brand is more compatible than others. I have put Linux
on Dells, Compaqs, and HPs without thought to brand. What I find is
that the only compatibility issues I run into are related to the
wireless card. I have found that Broadcom chipsets works well. I
have had more difficulty with Atheros. Both nVidia and ATI graphics
chip sets work well. The Intel chip sets seem to be more problematic.

In my opinion, Linux Mint is the easiest to use. I have been using
it for over two years and still just love it. As opposed to putting
Windows on a computer, you will find that when you finish the install,
everything will just work. No hunting down drivers etc. If there are
non-open source drivers that will improve your experience, this will
usually be displayed to you on your first boot. If not, go to
Menu->Administration->Hardware Drivers. My second choice would
be Ubuntu.

If you want some help getting the distro, go to distrowatch.com.
You will find download links and descriptions of the distros. Also,

Finally, even Best Buy has a good selection of brand new laptops
at under $600.
