No it is not based on Debian. It is a distro not based on anything else. It is created from scratch by its developer to be one of the smallest Linux distributions that you can get (15MBs) and it has a GUI (9 MBs without GUI). It needs only 46 MBs of RAM (28 MBs without GUI). It has its own package manager. 

There is a spin called dCore that is based on Debian Wheezy.
