I just changed my clock to show seconds- but I am using ubuntu 10 on an old pentium 4 system. 

To change the clock, I :
1. right-clicked on the clock/time icon
2. Clicked on prefrences
3. chose SHOW SECONDS

You can also choose a 24 hour clock, etc.
