Is it good for beginners?
It depends on the beginner. Debian is one of the oldest distros. Its users are mostly old school (commandline users) and not particularly friendly to people who they perceive as wanting to change things. They do not take kindly to dumb questions for newbies, such as, "How do I install Firefox in Debian?" That simple question can unleash a storm of name calling and abuse. You will be told to install IceWeasel and forget about Firefox. Others amy tell you that they are one and the same thing while another may tell you they most certainly are not ans begin to tell you the differences. What you will not get is help on to actually install Firefox and if you persist you will be called an idiot or worse. You will not likely get a straight answer on why Firefox is so hated either. Get the picture?
If you can do it their way and don't rock the boat then they can be very helpful. They can be quite thin skinned (take offense easily). They have gone to great pains to make sure that you know that it is not Linux, but GNU/Linux, and if you do not grasp that then your life will be Hell. They have also gone to great trouble to strip out proprietary blobs from the Linux kernel and to go to war with Firefox or anyone else who does not agree with them. However, they are very protective of Debian and are deep believers in free software (never call it open source).
All in all it is not a user friendly distro. They were one of the last distros to embrace Live CDs and the GUI for installation. That being said, it is an incredibly powerful distribution with the most installation options and architecture support there is. It is one of the most important distros there is. I just wish they weren't so arrogant about it and nasty.
Simple answer. No.
Answer to number two is simpler: yes it is a rolling release.
