That is the correct response from cpulimit, if you start midori with
nice midori &
You won't need to open a second shell. Just wait until midori opens and
you can continue using the one shell.

The problem is most likely you haven't got a fast modern cpu, do you
know how many cores / cpu speed (lscpu gives the information)? or enough
memory and you causing your machine to swap stuff to disc. Check system
monitor and watch for a full memory.
