CPU and RAM, I'd say… More below though.

Another thought or two… get a new system ;-)

New Egg often sells desktops that are refurb for $200 or less… same
can be found at Tiger Direct and ebay.

Also, the only different between a "tower" and a horizontal desktop is
the orientation, you could always lay a tower over on it's side ;-)

Any of those should do better in the end than the Pentium 4 would
anyway, and be more easily upgradable in the future than what you have
now

By the time you buy a CPU, and update the RAM, you're within spitting
distance of two of those anyway, and if you do as Scott suggested,
updating both CPU AND Motherboard, you may as well just buy a newer
system at that point.

I know everyone likes to squeeze every last bit of use out of
hardware, but there are times when it's just worth it in the long run
to spend a little more upfront (I have NO IDEA what your budget is
like) than keep milking something that needs to be upgraded. (not the
same if what you have doesn't need an upgrade).

Anyway, just my 2 cents.
