You need to give us some more information before we can help you. First, how did you backup these folders? How did you try to restore them? Where did you make the backup to? Some external hard drive? Via SSH to a remote server? Hopefully not the hard disk you installed Fedora 19 on and perhabs had the drive formatted by Fedora's installer?
Concerning your touchpad, what kind of touchpad do you have? What driver is in use for it? You may need to use hwinfo, as lspci on my system does not mention my touchpad.
