Yeah, I would recommend Mint as well. Version 18 is out now and I just
put it on an HP ProOne 400. Works great! Course, anything with 2.7GHz
CPU and 8GB of RAM should run well enough.

There are many ways to run Windows programs on Linux and there are a lot
of substitutes; OpenOffice is just as good as MS Office and the number
of things it won't do is incredibly small. Although I just read that OO
might be having problems due to lack of developers.
Switching to Linux is a great way to go and allows you to make the most
of the hardware you already own.
