That is simple enough--put the live CD image on a USB drive, which is writable.
You could install the programming tools on the same USB drive if
necessary--but by far the better path in my opinion would be to simply
install a candidate distro on a partition and make the machine dual
boot to begin with. If you don't like the distro, nuke it and install
another one.
