This is not a Linux function. It is a function of whatever GUI
(Graphical user interface) you happen to be using, and how it happens to
be configured.
Most of the popular Linux distros have GUI's that are highly
configurable. Look around in the various applications and admin
directories accessible through the 'Start' Menu, or whatever your distro
has named it (usually, lower left corner on the Desktop), and you will
probably find the controls you are looking for.
