There is the Avant Window Navigator and another manager that works with
it as well - Awn. You can get both from the Linux Software Repository -
in Ubuntu called the Ubuntu Software Center. just type in "Avant" for
software search term. This is a small docking program that rests at the
bottom of the desktop background and you can add any program to it you
wish to create a launcher for - the icon will be added to the Avant
docker. It is quite flexible in options of size and background and
whether to automatically start up each time with a couple other features.

I have used this in a couple different ubuntu releases. You may mean
starting at Ubuntu 10.10 (next above 10.04 LTS) you can now right click
onto the icon of a running program and create a "Launch" icon for it on
the desktop background if that is what you meant.

There are different features in different backgrounds in different
versions of Linux as Debian or Linux Mint as example.

Are you sure when you MINIMIZE that is in the upper bar ? Closes when
you shut down ? Look for the icons in the upper bar. May be invisible
(feature) unto you hover over it and will appear. Users wanted
out-of-your-face and Ubuntu answered. Remember the upper bar - things
are invisible until you hover over them. I believe that is true with the
new interface.
