It depends on what you want to do. I have old software that won't run on current versions of Windows which run fine under Wine. Or, you can get an older version of Windows really cheap (I picked up a copy of Win98 SE2 for $5 at a flea market) and put it on a VM, but if you get it to run with Wine, you can use it to interact more easily with your other software (for example, I have a collection of 19th century books which does not run on any version of Windows after XP, but runs fine under Wine, and I can copy and paste selections into Libre Office).
