You can download it, but whether you can run it and whether it is worth the headache is another question. 

Personally I disagree with the premise of your friend. Modern browsers have more built in security and ways to protect your privacy. If you want even more security and privacy then there are things that you can do that are better than running a really old browser than will not likely work with many sites.
