There are several different desktop environments, as Roy and others
have done a good job pointing out. Distributions like Kubuntu, Linux
Mint, openSuse, Mandriva (to name only a few) will have a taskbar and
"Start" menu positioned more like Windows (i.e., at the bottom of the
screen and menu at bottom left), despite the fact that there will be a
number of new features that you will likely have fun exploring. KDE
(available on Kubuntu, openSuse, and Mandriva) may be a little
confusing for you to start out (only my opinion), so I might recomend
Linux Mint, which uses Gnome, but set up with bottom taskbar, which
you seem to prefer.

My opinion is, if you have a fairly capable machine (1.2+ Ghz
processor and 1+ GB RAM) you should get your hands on some live CDs
and try the various options out. That way you can decide for yourself
what you like. A live CD will let you experience the Linux OS of your
choice, without making any changes to your hard drive. Because the OS
will be running entirely from Memory, it will obviously be quite a bit
slower than it would work if you actually installed the OS, but you
will at least be able to experience what the desktop environment is
like.

You can order Live CDs online, pick some up in Linux magazines at your
local bookstore (if available to you) or even download a distribution
and create your own live CD, assuming you have a CD or DVD burner and
some blank CDs or DVDs that you can spare.
