are with file systems and grub.
If you are using ext3 and want to use ext4 it is easier to do a fresh
installation than try to convert ext3 to ext4. Also if you want to encrypt
your home directory it is easier to do this with a fresh installation.
As for grub, when you do a fresh installation Ubuntu will give you grub2 but
if you do an upgrade it will keep legacy grub.
Recently, I was experiencing some problems with a few applications. I have
re-used my home folder for several years so there is lots of junk on it. I
showed my hidden folders and deleted the settings for those applications and
it fixed them all. So re-using home is convenient, but a periodic cleanup is
also advantageous.
On the subject of switching to Karmic, you need to do a risk assessment,
like you would do with investments. No upgrade is guaranteed to work as well
as the previous one. Things change. A new kernel can cause problems. A
different video driver can send you back to a lower resolution, etc. If
things are perfect and you are happy, you need to weigh what Karmic gives
you as a trade off and assume that you will have at least one glitch.
