Tor was built on Firefox 7 that had a security hole that was then exploited by the US-NSA to allow malware to be install on the host machine, destroying the anonymity intent of Tor's developers. The malware redirected browsing through NSA controlled servers.

Is Tor a browser also?
Yes; it is a fork off of Firefox, and is designed to give maximum privacy while on the Tor network.
