Do you mean if the computer is 32 bit and the OS is 64. Then no. You would need an 64 bit computer.

64 bit win 7 will not load no an 32 bit computer. But an 64 bit computer can load 32 bit win 7. Same as Linux. Best to dump win and go with Linux. Linux has comparable software that does what windows does. Plus, the OS doesn't cost nothing(just downloading and burning to disk) and most of the programs are free, too(again, just downloading an burning to disk).
