You can with libdvdcss. Whether it is legal or not is, as far as I know,
not clearly defined. Media companies of course, bribe our easily bought
politicans, though Mr. Rogers did once shame Congress into doing the right
thing--that was back in VHS days, and the media companies didn't want you
recording.
However, there have been, I think, some instances where it has been agreed
that one can copy a purchased DVD for backup purposes.
