There are a few voip clients for linux linphone / SFLphone / twinkle
etc. you can configre to use sip providers.

To interface your p.c. and do more check the asterisx page at
http://www.voip-info.org/wiki/view/Asterisk+hardware+home+analog it has
links to interfacing hardware, but you would need some software to make
it work.

The basics is you need a hardware card with two different 'ports' one is
called a FXO and you plug your phone line into it, the other is called
an FXS and you plug your handsets in to it. these cost from about
$50... depending where you buy. Asterisx does the rest and is free..
