If I understand your question, the answer is Yes, of course. (Which is
why I'm not sure I understand the question.)

It may be that you're new to VirtualBox though. VirtualBox creates
something completely separate from the host (Ubuntu in your case.) So,
you have to install grub (or some other boot thingie) on a guest system,
otherwise, it won't boot.

That is, when installing in VirtualBox, treat it as if you were
installing a single system (vs. a dual boot) on hardware and install
grub.

So, if you made an Ubuntu virtual machine, even though you're on an
Ubuntu host, you install grub on the virtual machine, just as you would
when installing it onto bare metal, that is, installing it on an actual
physical computer.
