locale will determine language settings. Is there any reason to believe that
you live in China? In KDE go to Favorites (or Settings),System Settings.
Then Click on Locale and check that the settings reflect your situation. In
GNOME, (I am not in GNOME at this time) it used to be under System,
Administration, Language support but it may now be under System,
Preferences, Keyboard (depends on the version and distribution which we
still don't know). Changing the keyboard should change the language as well.
Without more information we are just firing blanks and if you keep on asking
questions without letting us know more then we will be as frustrated as you
apparently are.
