Don't know if it'll help, but my friend in the past had Charter Cable and had the best luck with a PcLinuxOS Live CD. On others' Charter modems, I only tried my Puppy Linux Live CD and was able to detect and connect. Puppy is quicker, so I usually pull it out first.
For myself, I try Ubuntu Gnome, if unlucky I try Ubuntu Lxde, Mint and PcLinuxOS. I use Linux in pull-out hard drive trays on quite a few computers that I test installs on.
